Imagine a time signature that could accurately describe any rhythmic structure

3/7 equals three septuplets, 3/(7) equals seven accents over three beats, 3/3 equals three triplets, at 120 bpm the three time signatures above take exactly the length of time. The same rhythms using current time signature theory would go something like this, 21/8 for the 3/7, 3/4 with a series of rhythmic ties underneath for the 3/(7) and 9/8 for the 3/3, at 120 bpm 21/8: 3/4, and 9/8 do not take the same length of time and therefore make the layering of complex time signatures impossible
